In the badge world, a framework is a guiding structure for your badge program. It is the skeleton. A good framework will allow you to compare credentials and develop credentials with consistency.
For example, you might have a very simple framework like this:

| no direct assessment | quizzes as assessment | work product to be reviewed |
| available to anyone | requires prerequisites | requires prerequisites and endorsement of manager |
